In John Stalberg Jr.’s R-rated action-thriller “Muzzle: City of Wolves,” former K-9 officer Jake (Aaron Eckhart)—whose life was shattered in a gang attack—teams up with his new partner Argos to take down both a drug cartel and corrupt officials.
